There are many possible reasons for this. To name a few:

1. The server is down
2. The site is closed
3. It may be blocked for you in your country.
4. The site is illegal

To test if the site is down, their are a few things that you can do.

Ping the site. Open up command prompt by running cmd in the run or Vista start search or looking for it in control panel and the programs in the start menu.

Type ping sitename.com where sitename.com is the site name your trying to work out if its online. Make sure all the packets are received.

Or type tracert followed by the domain name or IP address of the site, just like above.

You can go to http://www.downforeveryoneorjustme.com/ to see if its just you only or other people.

Other things to check try accessing the website through a proxy, try other websites on the same server (if you know of any), check your firewall, check with your ISP or ask www.techmanhelp.com for further help.
